It would depend on the circumstances, but if they board in international waters, they are no different than pirates. It's a pretty safe bet you couldnt just blow their ass away, even if you had weapons to do so though. HOWEVER, holding them in irons (or ropes) for the appropriate authorites would definitely be an option, as well as throwing their asses back into the ocean (presumably, having their "pals" fish them out)... But, as the saying goes, once over the horizon, only the sharks will hear you scream.....
