I'd prefer if the jammers could be aimed like a cone. Just see someone in the theater, yakknig on the phone during the movie, point the jammer at them, flip it on for a few seconds, and back off again.
Needs less power than a sphere, and the on/off means that you only use it when you want (with a guard for the on button, so it doesn't turn on in your pocket).
Whenenver someone talks on the phone loud, you zap them. They lsoe the signal, and either they shut up, or they go outside. Or the battery on the jammer dies from overuse.
Another option is to sit next to them, and take notes.
