That's /all/ it was. Andy got out of his car, the cop freaked and cuffed him, stuffed him in the back of the car. The cuffs were WAY too tight, as in cutting him, so he got up to ask the cop to loosen them. The cop freaks MORE at the fact that he dared to stand up, and, well, the rest is history. And there were /no/ signs prohibitting U-turns at the site, he went around taking photo-evidence to prove it. As well as photos taken of his wrists by the sheriff after he was taken in. Fucker is /toast/.

You never try to get up when a cop told you not to. You don't try to get up if the cop put you in cuffs for getting up earlier. If your friend had just tried to show that he was obeying the cop and then politely asked for looser cuffs, he might have got them.
Besides, it sounds like a lot of stuff isn't being said. Just from the description, I would say this behavior matches up more with a suspicious person, someone on drugs or just an extreme asshole. I'm extrapolating a lot based on people I know who have had problems with the police, but most of them who would "get up" so often when the cop obviously didn't want them to all had some sort of cop-hatred or drug-use or something as a cause.
I myself have had a close encounter where a police officer found a six-inch blade in my backpack (a letter opener that i carried for self-defense when the violence in Oak-town was really bad). I explained that I had had it because I was out at night in a bad neighborhood and just forgot to take it out of my backpack. I apologized and acted humble. I placed the knife in the trash (retrieved it later) and said that I would think twice.
I was not charged with anything because I cooperated and showed that I was not an angry or "uppity" person, but rather could be trusted not to become suddenly violent.
Basically, I showed better judgement than your friend and so I was not in any way inconvenienced for carrying a concealed weapon into a courthouse (on accident). Go figure.

Just thought I'd add this as I just got this tonight: I just heard the story from a reliable friend who knew people there, and they all said that there was no rioting at the location where the incident occured. The cop just raised the gun to eye level and fired.
