This has to be somwhere on the same level as Iran's allowing sex-change operations, though I grant that perhaps the NPA is actually more Leninist and less Stalinist and thus lacking all of Stalin's "New Soviet Man" baggage which led to homosexuality being "antisocial" behaviour in the USSR.
