The smutty stories in those shoujo weeklies aren't limited to the incest ones however. Teacher/Student relationships still seem to be fairly popular too.

Well, it's porn, for one thing; it's describing the same kind of universe where you can knock boots with the pizza delivery girl just by saying "damn, I don't have any money for your tip... I don't suppose there's some other way I can reward you?" This wasn't some stone-cold factual report of "Mrs So-and-so first began sexually assaulting her 15 year-old son in march of 2004...", this was rag-paper sexified "I'll show you something that'll really help you study..." glamorized yellow-journalist dirt, stuck in the middle of the paper to drop people's jaws by making them really uncomfortable.

The setup was bizzarely kinky enough to wake up Lil' Uts, I'll admit... but then again he's fucking stupid.

Repressed sexual desires, I reckon. Mainstream Japanese culture, by my understanding, is actually pretty conservative. So the stuff happening behind closed doors is perhaps more extreme in reaction to that.
