Venezuela confirms arms purchase

CARACAS, Venezuela (AP) -- President Hugo Chavez said Wednesday that Venezuela will purchase new Russian-made Sukhoi fighter jets this year, extending a military buildup that has raised concern among U.S. officials.

Chavez said the SU-30 jets [sic- it's Su-30, you morons] will replace a fleet of U.S.-made F-16s, which Venezuela has had trouble maintaining because the Bush administration has refused to sell Caracas parts.

Chavez did not say how many planes his government planned to purchase.

"We have decided to acquire Russian combat planes," he told hundreds of soldiers at a military base in the capital of Caracas. "The first shipment should be here before the end of the year."

Chavez has used surging oil revenues to modernize Venezuela's military, signing defense deals worth an estimated $2.7 billion (€2 billion) with countries including Russia and Spain.

Despite Washington's objections, Venezuela is purchasing 15 Russian helicopters for $200 million (€160 million), and officials say they hope to buy 18 more.

Washington announced last month it was curtailing arms sales to Venezuela, saying the South American nation has failed to cooperate in counterterrorism efforts.

Venezuela also is buying 100,000 Russian-made AK-103 assault rifles and plans to set up factories to produce Kalashnikovs under license. The first 30,000 of the assault rifles arrived June 3.

"We are preparing for the defense of sacred land," Chavez said Wednesday after personally distributing new rifles among the soldiers at Fort Tiuna, Venezuela's main military facility.

Chavez, a former army lieutenant colonel, has frequently warned that the United States could invade to seize control of his country's rich oil and natural gas reserves. He has called on his Venezuelans to prepare for a conflict by learning to use a firearm and joining the military reserve.

U.S. officials deny any such plan exists, but accuse Chavez, a close ally of Cuban leader Fidel Castro, of becoming increasingly authoritarian and posing a threat to stability in Latin America.

"Those who accuse us of being a threat to the continent are precisely the ones that have always been a threat to our continent and the world. We are not a threat to anyone," Chavez said while clutching an AK-103. "We are constantly being attacked by the most powerful empire on the planet."

MOSCOW, June 13 (RIA Novosti) - Russia is planning to increase sales of military hardware in Venezuela by offering the Latin American country a wide variety of advanced weaponry, the state-controlled arms exporter said Tuesday.

Rosoboronexport said it would focus on modern aircraft, including Su-27SK Flanker and Su-30MK fighters and the Mi-28N Night Hunter attack helicopter, as well as small arms, at the Expo Ejercito 2006 arms show on June 13-18 in the Venezuelan capital, Caracas.

Venezuelan President Hugo Chavez said earlier this year that his country could purchase Sukhoi aircraft from Russia to replace its contingent of U.S. F-16 multi-role fighters after Washington imposed an embargo arms sales to the country.

Military-technical cooperation between Moscow and Caracas has been on the rise since Rosoboronexport and the Venezuelan government signed contracts on arms supplies in 2005.

Russia delivered three out of 15 Mi-17 V5 Hip-H multipurpose helicopters to Venezuela in March 2006 and supplied the country with the first 30,000 of 100,000 AK-103 assault rifles under a $54 million contract in early June.

"The talks during the exhibition will lead to contracts on procuring Russian-made weaponry and military equipment and their integration into systems of national and collective security in the region," Rosoboronexport said.

The Russian arms export monopolist will also present at the show high-tech civilian equipment developed under conversion programs at defense-industry enterprises.
24 Sukhois
On Wednesday, June 14, President Hugo Chavez said Venezuela will purchase 24 new Russian-made Sukhoi fighter jets this year, adding that it may purchase more. Chavez’ words come at the moment when Venezuelan government moves forward with plans to set up factories to produce Kalashnikov assault rifles under license.

Chavez said Wednesday the SU-30 jets will replace a fleet of U.S.-made F-16s, which Venezuela has had trouble maintaining because the administration of U.S. President George W. Bush has refused to sell Caracas parts. “First we are going to buy 24 Sukhoi S-30’s and we are going to leave open the possibility of a future acquisition” of Sukhoi S-35s,“ Chavez said, quoted by Associated Press.

Speaking to hundreds of soldiers at a military base, Chavez said the first shipment of Russian-built jets would arrive in this oil-rich South American country by the end of the year.

Wearing olive green military fatigues and a red paratrooper’s beret, Chavez personally handed out newly-acquired Kalashnikov rifles to soldiers after being presented with his own brand new AK-103 assault rifle. Venezuela ”is going to set up the first Kalashnikov factory in South America,“ said Chavez, whose ”revolutionary“ government is buying 100,000 Russian-made AK-103 assault rifles along with ammunition and accessories. As MosNews reported, the first 30,000 of the assault rifles arrived on June 3.

Mr Chavez said Venezuela would receive 24 Sukhoi fighters later this year, with the option of buying more advanced models if oil finances allow.

The US recently banned arms sales to Venezuela, cutting off any chance of servicing existing F-16 fighter jets.

But Venezuela has since turned to Russia, receiving three helicopters and 100,000 Kalashnikov rifles.

Military build-up

Mr Chavez, who has publicly spoken of the need to upgrade Venezuela's military capabilities in the event of a US invasion, lavished praise on the Sukhoi fighters.

"An F-16 launches a missile, maximum distance: 60km (40 miles). Do you all know from what distance the Sukhoi S-30 can launch? 200km," Mr Chavez said.*

"That's to say, an aircraft carrier that stops in the Caribbean. They [the US] like to stop aircraft carriers in the Caribbean to invade."

Mr Chavez has insisted that Venezuela has no plans to use its military technology offensively.

The BBC's Greg Morsbach, in Caracas, says those who know Venezuela's president and his long career as an army officer are not surprised about his interest in military technology.

Washington has dismissed Mr Chavez's talks of a US invasion.

Meh, whatever. They'll make just as good targets as their F-16s do now.

The thing I'm happy to see them doing is the AK-47 manufacturing, finally...that assbag Chavez has pretty much singlehandedly been responsible for a HUGE spike in price for AKs even here in the US, and 7.62mm ammo. While you used to be able to buy shitty Wolf-manufactured (in Russia) 1000 rds of 7.62x39mm for 100 bucks, now they can cost up to twice that, for the same crappy ammo. Good news is the AK isn't finicky about ammo and will pretty much shoot anything I can get my hands on.

Between Venezuela and the Iraqi police being equipped with massive ammo shipments, it's been a hard couple months for AK owners.

They should have kept the F-16s. If we ever went to war our F-15s would crash into each other racing to be the first to shoot down a Viper. They'd destroy half our air to air ability without firing a shot.

It's funny cause its true.

Chavez on the other hand is an idiot. I mean he is buying a crapload of military hardware he really doesn't need and wouldn't be more then a speedbump if the US REALLY decided to come after him anyway. It's not really going to help him in his regional situation very much anyway...

I mean Russia is raking in the cash and laughing all the way to the bank...but the whole military buildup is just a little over the top.

Don't think that he's actually getting this hardware to defend himself against American aggression- that's just rhetoric, and I doubt he's that foolish. It's not even anywhere near a crapload. He lost his F-16s because of US caprice, and has replaced them with a foreign aircraft- a regiment or so's worth, in Russian terms (IIRC). Any other state would do the same (except Iran, who are stupid).

Even calling it a military buildup is over the top- small arms, a squadron of fighters, some tranports from Spain, a handful of Mi-35s and Mi-17V5s? That's small potatoes.

Yeah, Chavez just wants to replace his airforce, nothing more. Nevermind the populist rethoric. However, as for the AK, I can see a point in that. If the US doesn't intervene directly but, again, in a coup-like or riot-like manner (that's hardly possible, from what I heard of my friend who went to Venezuela - almost all the population supports Chavez), a population armed with Kalashnikovs could wreck a potential small intervention or some sort of an open coup.

Meh, he's also sabre-rattled towards us (the netherlands) over the dutch antilles. I don't think anyone's going to be scared of venezuela though. Is it me or does it seem stupid for a two bit country to go around making threats at western countries with real militaries?

No, it's not. In politics, it gains massive support of the population, because it looks brave, tough and defiant. Venezuela has nothing to lose, anyway. And I don't believe anyone would really attack it - that would be making a political suicide.

No, it's not. In politics, it gains massive support of the population, because it looks brave, tough and defiant. Venezuela has nothing to lose, anyway. And I don't believe anyone would really attack it - that would be making a political suicide.
I'm sure that Venezuela remembers how badly things went when Argentina invaded the Falklands. This is about the only reason anyone would have for attacking Venezuela. As long as Chavez doesn't do anything like that he will be in power for the rest of his life.

Well, you do need a functional airforce nowadays, and planes you can't maintain properly won't do the job. And all the AKs? Well, recently Chavez announced a plan to form a military reserve of a million people. Gonna need some guns for that.

Conceded on the size of the arms purchase, I was under the impression that it was an order of magnitude larger in size then it was, teach me to read properly :)

Still, I'd keep half an eye on this guy to see if he does stop here of it he keeps shopping on the back of the oil prices the world has right now.

He can keep shopping as much as he wants to - he's just on par with all the rest of Latin America, and even falls many times short of Argentina's military expense. ;) Anyway, I'd like for him to shop in Russia because that means some social benefit for me, too - the defense contractors are just about the only thing we have left here in Omsk, after all civilian industry was destroyed in the perestroika, and the oil industry was simply stolen from Omsk by Petersburg's rich magnates and it's corrupt governor.

I have to say, I sort of like Chavez. Populist fearmongering is bullshit, but it's nice to see someone standing up to the United States and consistantly calling the stupid shit we do. (there's also a lot of MADE UP shit he talks about, but eh.) There really isn't any harm he can do internationally since the rest of OPEC is firmly against his oil policies, and a military that's on par with his neighbors is no biggie.

...He's sort of like an endearingly enraged gadfly columnist who happens to rule an oil-rich South American nation, is what I'm saying.

His policies are actually causing a shift elsewhere in Lat-Am. Consider Evo Morales. And then there's still Cuba. There's three of them now, not just one. And may be more to join. Anyway, isn't Venezuela a 9% of world oil? That's big enough of a gun to speak on it's own, and Bolivia has a lot of oil too. It would be really funny to see the Unites Socialist States of South America :lol:

But it's certainly not a given; For example, in recent presidential elections in Peru and Colombia, Chavez' preferred candidates were beaten.

Um, yeah. But to say that he can't be a figure in international politics at least on South American scale is underestimating him, and his influence. I wouldn't call it "harm", but he could certainly work for a regional union of socialists, and then again, teaming up with overseas oil-producers like Russia, and playing into Russia's entirely UnAmerican idea of a non-dollar oil exchange, might just be the extra boost to his influence.

Chavez shooed away the IMF vultures circling over Argentina by buying up over $2 billion of that country's debt.

The whole saber-ratling about the US, talks of assymetrical warefare, etc. is just a ploy to create a boogeyman. Typical powergrabbing tactics, you make-up an external or internal enemy that everyone can hate, and people are too busy with the hating to notice the country is going to hell.

Chile got its F-16C Block 50 (plus a lot of F-16A/B MLU from the Belgians and Dutch, it seems), Venezuela is getting the Su-30MK... meanwhile, Brazil will receive its 12 Mirage 2000 C/B, no upgrades, second-hand from France. We're finally getting in... 1984! Hooray! :roll:

Yeah, for about 70 million dollars all 23 aircraft, plus a lot of spare parts, it was a very good find those A-4 from Kuwait. Even thought their not all flying right now, they've been great to create the doctrine of fighter airpower in the Brazilian navy before they can eventually upgrade to better aircraft. There's been some talking about future purchases of F-18A/B from the USN stored on AMARC, but it's just rumors for now.
