Ultimately, however, the problem lies with the people, who push the situation to extremes in order to take advantage of the short-term situation.
Imagine that you have a rickety, overloaded structure that's about to collapse. Ideally, you would rebuild the foundation, but before you can do that, you have to stabilize the structure. However, each time you stabilize the structure, the assholes who are using it think they have an excuse to pile on even more weight, so it becomes unstable again. So you keep tacking on reinforcement after reinforcement onto the rickety half-assed structure in order to prop it up, never getting enough breathing room to actually work on the structural problems themselves. And the load continually gets larger and larger.
