I may be wrong, but I don't think it's unconstitutional if a 'clear and present danger' happens to present itself. There may be other parts of American law that allow plausible justification; flimsy excuses are a mainstay of this administration, and routinely consuming those excuses seems characteristic of the American public.

I don't think it's likely, but if it did happen, I would probably just facepalm, shrug and add it to the list of other absurd shit that's happened.

Well, not to defend shit head, but I really don't think it's a great idea to rebuild NO as it was. Even pouring billions into it and building new dikes, it's still below sea level and lake level and aweful close to the coast.

Exactly. If we just pour billions more into NO for flood control measures; the same shitheads will rebuild as before, in incredibly lowlying areas only one decent hurricane away from flooding; and then we get Katrina II.

Those very levees they want to improve and expand are what ensures the city is doomed. They prevent the Mississippi from flooding to replenish the surrounding marshland and the delta, which is rapidly being eaten away by rising sea level and general erosion. Without that layer of protection no levee is going to stand up to a hurricane.

Which was far sillier, since Clinton didn't act like Bush. Clinton was neither as contemptuous of law and morality as Bush; nor was he stupid enough to try to set himself up as President-For-Life. Bush is that contemptuous of law and morality, and he is extremely stupid.

I think that there's a near-zero chance Bush can pull it off, but I think it quite possible he'll try to hold onto power. I doubt we'd see anything dramatic like a siege of the White House; more like he declares himself President "for the duration of the emergency", the new President gets sworn in anyway and moves in, and Bush slinks away muttering about how people don't appreciate his greatness. I expect farce more than drama if he tries it.

I agree, but that isn't the reason Bush gave for vetoing the bill. He vetoed it because it wasn't fiscally responsible. Unbelievable bullshit, that is.

Funny you should bring that up, as Vince currently has a critical problem with the whole city sinking while sea level is rising. Italy recently launched a whole construction program to dam off the entire Venican lagoon with huge moving flood gates, which will rise to block storm surges and spare the city the worst of it. This is only a partial solution however, and they don’t need to worry about tropical storms.
