German government also sets the dates for sales, IIRC. I don't think European governments are "lunatic" for doing it, price dumping is an abusive and brutal practice that can ruin whole lots of small producers, isn't it?
Not in Germany anymore, merchants can drop prices anytime they want now. However, alot of stores still have the traditional Winter Close Out Sale (Winterschlussverkauf) and Summer Close Out Sale (Sommerschlussverkauf). Now if only we can someday, shop on Sundays and Holidays

Fairly recent (and after my last trip to Germany, so I guess I missed the news). They used it for quite a lot of years though. So, I don't see anything super-specific or evil in the actions of French government.

Mayhem? What a load of bullshit. Sure, there used to be an uncomfortable lot of people in the shops when it still was like that but mayhem is a ridiculous hyperbole.
