I think the Occupation authorities wanted to look at the data Unit 731 gathered from exposing people to pathogens. No one ever passes up a free lunch at the WMD buffet.
Turns out that a five way cross over between It's Always Sunny in Philadelphia, the Ali G Show, Fargo, Idiocracy and Veep is a lot less funny when you're actually living in it.

I think the US was lenient on Japan because Japan became an "ally". Unfortunately, because Japan was never ever completely repentant on its actions during WWII, many nations in Asia are still fretting about Japanese atrocities, and Japan nationalists have seen fit to rewrite history.
