Correct, but you can still be held liable if you don't have one and you perform something incorrectly. That being said, for the most part you're protected as long as you don't commit an unreasonable act.
Indeed, good samaritan laws protect you from lawsuites if you render aide that you can give. Going outside of your scope of practice and GS laws will not protect you. If you don't have a CPR cert and give it, you can get sued.

But as far as board culture in general, I do think that young male overaggression is a contributing factor to the general atmosphere of hostility. It's not SOS and the Mess throwing hand grenades all over the forum- Red

Not saying this situation is golden; but patients have rights and even mentally impaired patients have rights. Sounds easy but when put in practice it makes things look messy. You can't restrain some one without doctors orders and even then a patient has rights about it. So if every T is crossed and I dotted, it is a long process.
