But the Philippines is, probably, like the only place with a recorded case wherein torture actually worked - so yay us.
What makes it so hard for Indonesian (and Philippine) authorities to keep these prisoners under maximum security conditions, so tight that escape becomes impossible? I mean, if other places like America can do it for their prisons...
