The supply of nuclear fuel is already mostly controlled the the Grown-Ups Club. The GUC only recently decided to let India import uranium. The thing is, it's possible to stockpile enough nuclear fuel to power a reactor for years in a small building. That really helps with energy security. Compare that with other forms of energy, where you need continuous inputs of fuel that often must be imported. The Ukraine has been having severe energy shortages since Gazprom cut off some of their natural gas supply as a political power play. With nuclear power, they would be harder to push around.
