As a voting member of the VRWC, I have little problem with this decision as it is effectively an owner of the company "the gubment" making decisions for the companies they now "own" a stake in.

Why bother rewriting the tax code? There's nothing in the TARP law that forbids the Treasury from witholding any further TARP payments until executives pay their bonuses back.
