It monitors IT performance from government agencies based on cost/benefit and CIO evaluation. It's showing that the IT spending on the various departments is in line with the overall government spending and shows the departments are mostly performing efficiently but have some areas where they need attention or have some concerns which can be things like security/infrastructural performance/or costing.
In short, unless you're working in one of those IT departments (even then not in most cases) or are in charge of monitoring service delivery, you probably don't care.
