CIA director ends secret program

The President can issue Order 66 -er, a "finding" allowing the CIA or other government agency to whack a specific foreign target. What Dick Vader was up to was fulfilling his 2004 campaign promise to handle the War on Terror[sic] like the Republitards handled El Salvador. For those too young to remember, Von Reagan and his henchmen recruited, trained and armed death squads patterned after the Mano Blanco death squads in Guatemala (also sponsored by Von Reagan, who invited their leader to be an honored guest at his first inaugural ball) which were in turn patterned after Nazi death squads from WW2. Between them, the death squads and regular army troops slaughtered over a quarter million people in Guatemala and El Salvador -almost all of them unarmed civilians. For some reason, they had a real hard-on for killing nuns and priests.

Dick Vader and Donald Rumsfeld's plan was apparently to take death squads global, and not just a few remote hellholes. According to this article, people in the CIA wanted to go through with it and actually start training the hit teams until Panetta stopped it cold and ran to Congress to warn them about it. Panetta's "Oh shit!" reaction suggests that this was more than a proposal, and his underlings were up to something truly sinister.
