Well than maybe WV should invest some of that money back into their economy and improve the quality of life and education there.

At least one good thing for WV is that the more students gradute there than most of the rest of the country. But this is because the kids know they need the eduaction so they can get out of the state. Hell Montana is better off than WV in many areas and students there the same. We get a decent education and then get the F out.

West Virginia students are graduating from high school at a greater percentage than those across the nation, according to Diplomas Count 2008: School to College...
...shows that nearly 73 percent of students in West Virginia received their high school diplomas, compared to a national graduation rate of about 70 percent. Diplomas Count 2008 also indicates that West Virginia is one of only 15 states that defines college readiness and one of 26 states that defines work readiness.

One thing that our state has been doing that is working well is the "Rainy Day Fund". If the state ever has a surplus of money at the end of the fiscal year, 1/2 of it MUST be placed into the the Rainy Day Fund.

I'm not sure how much is in the Rainy Day Fund at this time, but this is the third year in a row we've had several million dollars worth of surplus to set aside. Unfortunately, the local teacher's union and the fledgling Government Worker's Union is wanting that money to be opened up for across-the-board raises. Personally, I think they're wacked -- who says we'll have a surplus the next year, or in 5yrs?

They don't care. Our unions demanded across-the-board raises during good times because the government was clearly hoarding the wealth. In bad times, they simply said "screw you, we want more across-the-board raises". The demands never change. Only the justifications do.

Well, the same can be said about rich people and corporations about lowering taxes. In the end, everyone has their goals they want to reach - then they look at a possible justification for those goals. Its just a question of who is better at getting their goals implemented.

In this thread, we've discussed the lack of governmental oversight that allows corporations to fuck over the average West Virginian. Now, I present to you a novel that demonstrates this first-hand.

Witness at Hawks Nest is a novel by Dwight Harshbarger, just released this summer by Mid-Atlantic Highlands/Publishers Place Inc. (ISDN-13: 978-0-9840757-2-0, Library of Congress #2009929432).
The blurb on the back says:
Witness at Hawks Nest (is) a riveting story of friendship betrayed, love across the color barrier, and a whistleblower's stand against corporate deceit and murder
It misses the point, or rather misdirects it so the average reader will be curious and make the purchase.

Those things are in there, but the story of the whistleblower and those he deals with are a fictional framework that draws readers in and slowly reveals the full scope of the tragedy in what's been called America's Worst Industrial Disaster. All the facts given about Union Carbide officials and the drilling of the Hawks Nest Tunnel are true. That is what makes this story so horrible as the secrets are revealed -- Everything the whistleblower discovers is historical fact, backed up by first-hand accounts, pictures, sworn statements, re-discovered graveyards, and statistical data.

This is the most compelling, most disturbing book I have read in my life. I bought it thinking 'hey, I might find my relatives mentioned', since my dad's family were police and firemen in the town of Ansted. What I got was far more than I'd bargained for, as the history I'd been taught about the Tunnel came to horrific, vibrant life.

This isn't the little white historical marker by the side of the overlook.
This is working 10hr days dry-drilling through pure silica with little ventilation and being told there was no need for masks even when they were working in a pea-soup fog of silica dust.
This is being given little black candy-flavored pills for the rasping cough and solid white phlem that starts coming out of your lungs, as the doctor tell you it's just "Tunnelitis" stealing your breath away.
This is dying as your lungs become caked solid with the dust and scar tissue from the damage of breathing pure silica 10hrs a day, six days a week.
This is being taken in the middle of the night to a funeral home across the backside of the mountain, to be buried anonymously in a grave marked by two pieces of broken wood tied together with bailing wire.

This is why West Virginia is so Fucked.

To further underscore this, the Forward and Epilogue speaks of another Union Carbide industrial disaster: the Bhopal Gas Leak.
The comparisons to 1930s and 1980s disasters show how little has changed when dealing with 'third world countries'. In both cases, Union Carbide made cash settlements to those harmed by the disasters. In Bhopal, the settlement was for $470million, but the average amount paid out to the families of those killed or disabled by the gas leak was $2200. To those who sued for compensation over the Hawks Nest Tunnel, a judge worked out a payment system for the $130,000 settlement: Half the money went to the Attorneys, with the other half 'split fairly' amongst the plaintiffs. $400 was awarded for a unwed black man, $600 for a married black man. Whites did better, of course, with $800 for a unwed and $1000 for a married man. Families of white men got an extra $600, black families got none.

As part of the Hawks Nest Tunnel settlements, all files and documentation was required to be turned over to Union Carbide, to prevent future suits from being filed. None of the Union Carbide officials involved at Hawks Nest were brought up on criminal charges, and in 1936 the US House of Representatives quietly let an investigation into Union Carbide's actions die.

In 1985 the Indian Government passed a law that made them the Legal Representatives of the Bhopal victims, and in 1991 formally charged retiring Union Carbide CEO Warren Anderson with manslaughter. He was declared a fugitive from justice in 1992, having never shown for his hearing (Anderson was living the good life in the Hamptons instead). He has yet to be brought to India for trial.

I recall the time I did my top five most evil corps with UnionCarbide and it's owner at number 1. and yet, somehow Walmart with their child slavery sweatshops got beaten out by most of this board's residents.

The coal companies are trying to have Mountaintop Removal used in Ohio too. That's what I gathered from the newspaper a week ago. I hope they don't succeed.

Does Ohio even have mountains? :mrgreen: :wink:

Ohio would have the same problems with valley fill, stream pollution, and toxic water impoundments. However, Ohio might be able to put that extra flat land to good use, unlike WV where the flattened mountains are left as horrible scars on the landscape.

Just in case anyone wasn't clear on what happens with silica in the lungs: on autopsy, regular scalpels can't be used to slice lung tissue samples - they dull too quickly. It is literally like cutting a bag of sand. Such impediment is actually a diagnostic sign. Under the microscope what is seen is destroyed cells embedded within silica particles, and in some cases having silica inside the cells as well. You drown in the dust, essentially. You suffocate. Slowly. Very slowly. And there's not a goddamn thing that can be done to remove that shit once it gets into your lungs.

Not for long if the coal companies have any say about it. Seriously, Ohio forms the northwest border of West Virginia, and WV has mountains running pretty much all the way up to the border, so...

One thing about Ohio: it has a lot more political clout than West Virginia, and it actually has some semblance of an economy other than the coal industry, which makes it harder for the coal companies to utterly dominate the state the way they do in West Virginia.

Licorice of some kind, possibly. I don't have full details on what the pills were, only remarks that they 'smelled/tasted like candy'. Whatever they were, they did jack-shit. Broomstick pointed it out bluntly -- Silica does not leave the lungs once it's inside. There is no way to cough it up or expel it in any way. Every 10hr shift these men did in the Tunnel plated their lungs with sand. Those that didn't die the first year suffered for the rest of their life. Those with "Tunnelitis" rapidly gained the nickname "The Living DeadMen", because it was only a matter of time before the lack of breath killed them.

Fuck, BlackLung (coal-dust) was probably safer!

I don't know about safer, but it did take a lot longer to kill you...

Also, like black lung, "tunnelitis" could be spread to family members when workers came home covered with silica dust. Eventually the coal mines started requiring the men to shower prior to leaving the worksite, but that didn't always help - my Other Half had an aunt die of black lung although she never set foot in a mine. No, she ran the shower room for the miners and collected the contaminated clothing for washing...

As she was not a miner she got jackshit for dieing of a mining disease, not even the paltry "help" miners get for it.

I heard stories about my grandmother washing pawpaw's work clothes separately, otherwise they'd contaminate the whole wash with coal dust.

Luckily(?), most of the men working the Hawks Nest Tunnel were staying in worker's camps along the mountain, in barracks. (Barracks built as cheaply as possible, too hot in the summer, no insulation for winter, and coal for heat was a day's pay)

The laundromats in my area have separate machines for men who work in the steel mills to wash their work clothes - the contamination is not as bad as for coal miners, but the reasoning is the same. They use a lot of coal there, although most of it is in the form of coke which, I am told, is not quite the hazard of raw coal.

When they still had operating coke ovens at the Gary Works the clothes worn there were washed at the mill.

There's a visible difference between coal and coke. Coal is smooth and a little shiny, and it's not hard to break it along fracture lines into slates or cubes. Coke is dull and pitted, smaller, but seeming harder and heavier. Dropping a large chunk of coal will crack or shatter it, but not the lump of coke.

That's because Coke is to Coal what Charcoal is to Wood: a 'purified' form that burns hotter and longer. They make coke the same way as well, shoveling the raw material into a kiln oven, setting it on fire, then sealing the oven nearly air-tight for several days. They would then open a hole on the top and pour water inside to stop the burning before opening the kiln door and shoveling out the coke.

((I grew up along "Coke Oven Holler", where kids were constantly warned not to play in the abandoned ovens. Of course, that was damn near useless since any adventurous kid would love to go play in a huge man-made cave sunk into the hillside. Me, I wasn't that adventurous after I saw a snake there.))
