400lbs is gi-fucking-normous, and I don't know how this kids body is built or how active he has been (I'm guessing not a whole hell of a lot) but if he can still walk under his own power then he has to have some muscle built up. I am probably 380-390+ at the moment and I stand and walk all day at work. I can jog and even sprint if I have to. This kids life is not over yet and he is coming up on an age where he could actually put his weight to use. Stick him on the high school football team. 13 means he should be a freshman or close to it. Have DCF oversee his activities there and get the coaches on board. It not only will benefit him health wise, but socially and self esteem wise as well. Yeah, he will take some abuse at first, but when all the kids realize that no one can run up the middle on them anymore, he will become their best friend. By his senior year, he could be a svelte 325.
