Likeswise, I have a coworker who worked at the WH Commas Agency when she was in the Army as a switchboard operator. Bush is a lot more articulate and less prone to wishy-washy answers when he talks on the phone, it seems.(In other words, if he doesn't know the answer, he either says "I don't know" or "I'll have to think about it"...which of course is much different from the "Decider" persona he puts on).
Is it possible that Bush just isn't a good public speaker? It seems to me that when questioned in a news conference, he tries to dig down and get the "right answer", and under the stress, flubs it. When he's actually speaking to rote from notes or simply delivering a point, the infamous bushism doesn't seem to come into play.

Even his simple "I don't knows" are an order of magnitude over the stupid responses that Palin gives on a regular basis.
