Depends on the installation in question. If it has proper safety measures and equipment in place, the nasty stuff will be protected/segmented enough that your flying bomblet couldn't get close enough to close a large enough fire. Also, you still has to collect proper intel, because it'll be rather embarrassing when your RC plane get caught by some wires you hadn't noticed earlier ...

Also please define a typical car bomb attack. Does it means simply trying to break through security with your rigged truck, hoping that it'll be in good enough shape to reach your destination(aka any dumbass can try to pull it off, but it won't work after security gets beefed up after the first time) or a more sophisticated method involving many things like getting valid licenses to access your target?

Also to add to what Broomstick said:
Cars are more numerous and less likely attract unwanted attention(hint: don't use a Ferrari ;) ). Meanwhile airplanes in or around a no-fly zone (and you can bet that valuable industrial targets are in one), will raise the alarm faster.

In WWII they used Bats (The US) and high altitude balloons (Japan) to cause terror and destruction.

I thought the American 'bats with bombs' program never was deployed?
Turns out that a five way cross over between It's Always Sunny in Philadelphia, the Ali G Show, Fargo, Idiocracy and Veep is a lot less funny when you're actually living in it.

There were also a lot of bat fatalities. Experiments were attempted but the technique was never deployed in the field.

On the other hand, the Japanese use of balloons to start fires was deployed. It can't be called a great success, but a few wildfires were ignited by them. The fires and damage were contained, but it did work to some degree.

At the time, the news was suppressed in hopes the Japanese would think the strategy unsuccessful, and to keep people in the US from freaking out over it.
