I'd be interested to see what classes the fraud falls into. There's "we promised you the moon and couldn't deliver," there's "we took your money and blew it all on a vacation," and then there's "we forgot to fill out one of these 1700 forms, so now our contract is invalidated, crap, [pay fine]."

Probably some of each.

Mostly it's the "we promised it for X dollars and delivered it for Y dollars where Y is X times number of months we had to do the job" Or "We were allowed to bill expenses to the Department of Defense which is why our two contractors each needed their own bedrooms and two hundred dollar meals, also our contractors were only there for two days but we billed you for a week"

Plus the less common of course "You paid us X to do Y, thank you very much we will now sell Y as our own contract and pocket a fee of Z plus half the original X in profit"
That last one was VERY popular in Iraq but not Afghanistan were companies would hire locals pay them like fry cooks in the US and charge the US government forty dollars an hour for their work.
