Not quite, a bit too hasty on my part. My reading of it is basically its a scrollbar that only appears when you touch the screen.
I'm pretty sure those have been around for a while which begs the question of why Apple are filing now (assuming they were in fact the ones to do it first) rather than when they first came up with the marvelous innovation.
Thats leaving out the question of how obvious this is (though I think the idea of hiding unnecesary UI bits on a small screen unless needed is fairly obvious).

It appears to be a small graphic for showing where you are in the document that appears when the user is dragging his finger around to scroll a document and vanishes when he stops, but is not itself a "scroll bar." At least, the claims say it isn't a scroll bar.

It was filed on 2007, before the first generation iphone went on sale. There wasn't nearly as much going on with touch screen UIs back then. Can you think of any examples of what they are claiming that are pre-2007? If so, I'm sure Samsung will be glad to hear about the prior art...
