A better question is why are you surprised by this? Given that the general opinion seems to be that the ability to mobilise one's base, and not the ability to appeal to swing voters, is what will decide the election, then "base pandering" is the only sensible way to win. It's the wise, intelligent thing to do, and I would be doing it too, and you would be too in his shoes, I hope, because if not, then you'd be a fool; Romney wants to be President, so of course he's going to perform the actions most likely to make him President.
