He was at a diplomatic residence, so the police could not enter. This diplomat was not, so the soldiers could be there just as much as her. And if she did take a swing at that soldier, then they could restrain her (at least temporarily) as she has become a threat to herself "or others" according to the precedent of that British law. Doesn't matter if she connected or if somebody's grandmother hits harder, she's still presenting a physical threat by attempting to do so.

If a diplomat starts beating up a cop, other cops don't have to stand there and watch it happen, after all. It then gets into the question of how long can they "restrain" a diplomat who gets violent, and in what manner?

Haaretz in hebrew

Pretty much says the diplomat will finish her role by the end of 2013, instead of being declared PNG.
