Very damning. A pattern or practice of excessive force. Majority of shootings in 2009-2012 were unconstitutional from the excessiveness. Excessive use of less lethal weaponry on those who pose no threat, and in at least one incident, did so causing threat to -everyone- around them. Excessive force on the mentally disabled. And explicitly noted as not sporadic or isolated.

Are they they same police force that was forcing multiple enemas on people after traffic stops in a hunt for drugs? Or was that somewhere else in New Mexico?

Would be nice if they got these abuses cleaned up.

Seems like New Mexico is not a great place to live if you don't like cops... at first I thought this was the place Joe Arpaio works out of, but then that's more Maricopa County, which IIRC is Phoenix. But from what I understand both have been hell-holes as far as police authority is concerned. Hopefully this report can bring about a little change.
