I think it's more a case that Trump didn't historically do business in countries on an international terrorism watchlist.

The problem is that the list of countries on the watchlist, and the list of countries terrorists actually come into the US from, are not aligned. In large part because of rich fucks (like Trump, though not necessarily Trump personally) stopping us from actually imposing meaningful sanctions on the countries they do business with, even when those countries are caught red-handed supporting international terrorism.

So don't expect to see Saudi Arabia added to the list of countries that we don't admit visitors from any time soon, even if the 9/11 attacks were repeated exactly with 3/4 of the terrorists coming from Saudi Arabia again. Because that would cost a lot of money for a lot of rich fucks, including Conflictofinterestolini, our MAXIMUM LEADER.

Saudi Arabia is responsible (along with Iran, their mortal enemies) for waging a proxy war in Iraq, funding Sunni militias who go and kill Shiites whose militias (funded by Iran) do the same to Sunnis. So while the US, whose leaders are known to hold hands with Saudi royalty, doesn't list Saudi Arabia as an "exporter of terrorism", the fact is that they, you know, do.

Yates didn't refuse to enforce the order- it's not her order to enforce. She was the acting Attorney General- she runs the government's legal department, not its immigrations office. She refused to organize a legal defense of the order.

Now, Trump also replaced the acting head of La Migra the ICE with a different one, for similar reasons. It's just that that was a different person, not Sally Yates in particular.

Whether or not this constitutes a constitutional crisis... honestly I'm going to go with "no," because these are acting appointees. Their tenure in office was always supposed to be a limited one. And it is normal practice for senior government officials in political-appointee positions to resign rather than carry out orders they disagree with, so firing a person who is in that position purely on a "temp" basis is hardly beyond the normal boundaries.

What could present a constitutional crisis here is if Trump simply decides not to appoint anyone to those positions on a permanent basis, in hopes of letting his handpicked and un-vetted candidates run the system indefinitely.

The Trump plan is to drain those petrodollars into America, where interest returns would be low but very reliable for the ever worsening Saudi fiscal position, that's how his golf course access road infrastructure program is supposed to be funded. Make it all Saudi debt instead of US government debt, and build everything with a 15% corporate tax rate, probably deferred 25 years.

Obviously a giant Saudi-US construction company-Trump deal could never possibly involve conflict of interest. Saudi may or may not take interest in this, Trump ensuring Maximum Fracking in the United States pretty well screws them strategically anyway.
