Twenty people have been killed and 26 injured in a mass shooting in the Texas city of El Paso.

Governor Greg Abbott described it as "one of the most deadly days in the history of Texas".

The massacre happened at a Walmart store near the Cielo Vista Mall, a few miles from the US-Mexican border.

A 21-year-old man is in custody and is believed to be the sole gunman. Mr Abbott praised the police officers who apprehended him.

The suspect has been named by US media as Patrick Crusius, a resident of Dallas-area city of Allen, about 650 miles (1,046km) east of El Paso.

CCTV images said to be of the gunman and broadcast on US media show a man in a dark T-shirt wearing ear protectors and brandishing an assault-style rifle.

"We as a state unite in support of these victims and their family members," Mr Abbott said.

"We must do one thing today, one thing tomorrow and each and every day after this - we must unite."

The police and FBI are investigating whether an anonymous white nationalist "manifesto", shared on an online forum, was written by the gunman. The document says the attack was targeted at the local Hispanic community.

What happened?

El Paso Police Chief Greg Allen said reports of an active shooter were received at 10:39 local time (16:39 GMT), and law enforcement officers were on the scene within six minutes.

The Walmart was full of shoppers buying back-to-school supplies at the time of the attack.

The 21-year-old is the only suspect in custody over the attack, and police say no officers fired their weapons while arresting him.

Mr Allen said the ages of victims were "numerous" as he described the situation as "horrific".

El Paso Police Department had earlier tweeted that blood donations were "needed urgently".

Kianna Long said she was at the Walmart with her husband when they heard gunfire.

"People were panicking and running, saying that there was a shooter," Ms Long told Reuters news agency. "They were running close to the floor, people were dropping on the floor."

Ms Long said she and her husband ran through a stock room before taking cover with other customers.

Another witness, Glendon Oakly, told CNN that he was in a sporting goods store inside the nearby shopping mall when a child ran inside "telling us there's an active shooter at Walmart".

Mr Oakly said no-one took the child's claim seriously, but just minutes later he heard two gunshots.

"I just thought about getting the kids out of the way," he said.

What has been the wider reaction?
The latest mass shooting in the United States has led to an outpouring of sympathy, but also led to fresh calls for gun control.

US President Donald Trump - a gun rights advocate - remained neutral, saying on Twitter that the reports coming from the area were "very bad, many killed".

Walmart tweeted that it was "in shock over the tragic events" and was "working closely with law enforcement".

Democratic presidential candidate Beto O'Rourke has abandoned a campaign event in Las Vegas to return to his home town.

Earlier, he spoke at a labour forum, telling the crowd the shooting shattered any illusion that gun reform will "come of its own accord" in the US.

"We know that there's a lot of injury, a lot of suffering in El Paso right now," he said.

Other Democratic presidential candidates also responded to the shooting with calls for gun control.

New Jersey Senator Cory Booker was among them, saying the US seems to be "accepting the idea that these [shootings] are going to be a regular occurrence".

Texas Attorney General Ken Paxton, however, said gun control would probably not have stopped the attack.

He added that if a "crazy" gunman launched such an attack, there was no way that law enforcement officers could be there to stop it.

"The best way is to be prepared to defend yourself," he told CBS News.

As usual, facts and truth are elusive in the hours after a mass shooting. Early reports on the murderous rampage at an El Paso shopping mall put the death toll at at least 20, with more people hospitalized with grave injuries. Chillingly, but not surprisingly, police were investigating whether anti-immigrant statements posted online were written by the alleged gunman, and whether such details provide a path to understanding this latest mass atrocity.

We must first pause at the weapon. Some sort of rifle, witnesses say. It wouldn’t be a sucker’s bet to wager that it was a semi-automatic combat style firearm, which seems to be the weapon style of choice. This is umpteenth example of why such firearms do not belong in the hands of civilians. They are designed to kill as many people as possible in a short period of time and once again that truism has proven itself out in the bloody slaughter of people doing their Saturday shopping. Is there any outrage left in the depleted well to draw on here? Or do we just wait for the gun enthusiasts to shake their heads, offer thoughts and prayers, and mumble some platitudes about access to mental health as the political system continues its stasis on the vital issue of gun violence and the threat to the lives of everyday Americans — every day

But moving on. All too often these attacks are perpetrated by assailants who are either directly motivated by racial hatred, or informed by it. The gunman who killed three people in Gilroy just last week had urged people to read a 19th century novel that is a cult favorite among white supremacists. Last year an armed man in Kentucky who failed to gain access to a black church walked into a supermarket and shot two black customers dead, while sparing a white one because, he allegedly said, “whites don’t shoot whites.” Dylann Roof murdered nine people in a South Carolina church four years to foment a race war, and let one black worshipper live so she could tell the story.

And on it goes.

The shooter may or may not turn out to have been ”mentally ill.” But unquestionably, r acism, an ideology of white supremacy, and our gun culture are central to what’s happening around the country. We’re living in a society that teaches school children what to do when the “active shooter” comes, and that has incorporated that inane bit of police jargon into everyday life. Can we get some inactive shooters for a change?

Apparently not. So once again people engaged in the everyday aspects of American life — this time, shopping; last week, attending a garlic festival — are murdered where they stand in acts at once random and predictable. According to the Gun Violence Archive, there have been 250 mass shootings — defined as at least four gunshot victims in a single incident — since January 1. Today, we note, is the 215th day of the year. So more than one mass shooting incident each day this year, a pace somewhat ahead of recent years.

Yet this passes for normal. Because as a nation we accept it.
Increasingly, it seems, the mass shooting epidemic is looking less like the stereotypical random violence by lone nutjobs, and more like an informal insurgency by white supremacists.

This one is also going to immediately be drawn into the Presidential campaign, as Beto O'Rourke is from El Paso, and as noted above has canceled a campaign event to return to the city.

Does it really count as an insurgency if these acts are tacitly condoned, or at least tolerated, by the party that controls at least two branches of government?
There are hardly any excesses of the most crazed psychopath that cannot easily be duplicated by a normal kindly family man who just comes in to work every day and has a job to do.

Well, its been going on to some extent since before Trump of course, and its not being outright funded or equipped by the regime except in a very indirect sense (opposing gun control), though the current regime is certainly more resistant to doing any of the things (proper gun control, better mental health care, and also actually confronting and delegitimizing white supremacy and political violence) that would do a thing to significantly reduce it, and Trump's rhetoric definitely throws fuel on the fire by inciting violence on many occasions.

To me, probably the most significant moment of the last Presidential debate was when Warren referred to white supremacy as terrorism. Because for a long time, the unspoken rule in a lot of our culture is to treat violence by Muslims as terrorism, and apply other labels to violence, even politically-motivated, by white men.

In the wake of Saturday's mass shooting in El Paso, in which 20 people lost their lives, it was discovered that the shooter had posted a racist manifesto on the imageboard site 8chan. That was the third time this year alone that a mass shooting has involved the notorious site, and network operator Cloudflare decided that was finally enough. As of midnight on the US West Coast, Cloudflare will cut off 8chan.

This isn't the first time that the popular service provider has severed its ties to one of its customers over offensive content. In 2017, the company dropped the white supremacist website the Daily Stormer. The Daily Stormer was able to get back online after a brief outage by switching to another service.

Matthew Prince, the company's co-founder and CEO, has always spoken with apprehension about whether to stop providing network services to specific websites. He called his own company's decision regarding the Daily Stormer "arbitrary" and "dangerous," and intended that this would be the last action of the sort Cloudflare would take. Earlier on Sunday, CNN reported that the company had no intention of acting against 8chan.

Cloudflare is not a website hosting provider. The company operates a global network that improves performance of websites and protects them from DDoS attacks and other security threats.

But the El Paso mass shooting comes in the wake of two similar manifestos posted to 8chan prior to similar events in California and New Zealand, all apparently prompted by racism. Prince cited both of those events in announcing that he's changed his mind. "The rationale is simple," he wrote. "They have proven themselves to be lawless, and that lawlessness has caused multiple tragic deaths." He went on to state that the company's guiding principle on this issue will be to disassociate itself from websites that "directly inspire tragic events and are lawless by design."

He also addressed the fact that many view this as a free speech issue:
Some have wrongly speculated this is due to some conception of the United States' First Amendment. That is incorrect. First, we are a private company and not bound by the First Amendment. Second, the vast majority of our customers, and more than 50% of our revenue, comes from outside the United States where the First Amendment and similarly libertarian freedom of speech protections do not apply.
Prince acknowledged that 8chan will be able to find another service provider to take over from Cloudflare. While he called on policymakers to clarify what network services can do in response to sites that he views as lawless, that's going to be a long-term process. For now, Prince acknowledged, "We've solved our own problem, but we haven't solved the Internet's."
Well, at least someone is taking what action that they can against the echo chambers that encourage these terrorists. Even if it probably won't do much.

Well, its now become an international incident.

Six of the dead and seven of the injured were Mexicans visiting the US. Trump may not want to treat this as the terrorism it is, but Mexico is, and to at least some extent is holding the US government responsible. Its government is considering legal action against the United States, demanding that the US protect the Mexican community and take a stronger stance against hate crimes, will investigate the sale of assault weapons, and is considering whether there is sufficient evidence to demand the shooter's extradition to Mexico.

(CNN)The Mexican government is looking into taking legal action against the United States after six Mexican nationals were killed and seven others were injured in a mass shooting in El Paso, Texas, Secretary of Foreign Affairs Marcelo Ebrard said Sunday.

During a press conference in Mexico City, Ebrard called the shooting an act of terrorism against Mexicans in the US and said the Mexican government will look into whether there is enough evidence to solicit the extradition of the gunman to face charges in Mexico.

US authorities have not publicly identified the shooter, but three sources told CNN the suspect is 21-year-old Patrick Crusius of Allen, Texas. The sources were two federal officials and one state official.

Authorities also are investigating a racist, anti-immigrant document they believe the suspect posted on the online message board 8chan before the shooting. The 2,300-word document, which police called a "manifesto," is filled with white supremacist language and racist hatred aimed at immigrants and Latinos. It blames immigrants and first-generation Americans for taking away jobs.

In a video posted to his official Twitter page, Ebrard said what happened in El Paso was "unacceptable" and that "the first judicial actions" the government will take will be in accordance with international law.

"Mexico would like to express its utmost profound condemnation and rejection of this barbaric act where innocent Mexican men and women were killed," Ebrard said. "We are outraged. We do not support the culture of hate."
Ebrard also said Mexico President Andrés Manuel López Obrador instructed him to take swift legal action in order to first protect the families who were affected and then "so that Mexico can demand that the United States protect the Mexican community in the United States."

López Obrador confirmed earlier Sunday in a televised statement that six Mexican nationals were killed and seven were injured. The shooting at an El Paso shopping center left a total of 20 people dead and 26 injured.

Ebrard urged the US to establish a "strong position against hate crimes" following the shooting. He also drew attention to gun control as a "crucial issue." and announced that Mexico is investigating who is responsible behind the sale of "these assault weapons."
And honestly, I am completely on the Mexican government's side in this. If the shoe was on the other foot, and a bunch of Americans were murdered by a foreigner from a country who's government is hostile to Americans and threatening to the US, the country in question would be lucky if America's response was this restrained. Fortunately, drone strikes against the US aren't really a viable option for Mexico, but they are absolutely justified in demanding the protection of their citizens, and its good to see another nation outside of America's traditional enemies list* start to treat Trump's America as the fascistic rogue state that it is.


*Yes, there is a lot of racism against Mexicans in the US, but to my knowledge the United States has not generally regarded Mexico as a hostile country, or vice versa, in recent times.

Mexico has promised to explore pursuing terrorism charges in the US legal system over the shooting in El Paso, Texas, which claimed the lives of seven Mexican citizens and left seven more injured.

The Mexican foreign minister, Marcelo Ebrard, also said Sunday that Mexico would try to take legal action against the person or firm who sold the assault weapon used in the Saturday slayings. The country will also pursue the possibility of extraditing the suspect to Mexico, Ebrard said.

“We consider this an act of terrorism against the Mexican-American community and Mexican nationals in the United States,” Ebrard told reporters. “Mexico is outraged. But we aren’t proposing to meet hate with hate. We will act with reason and according to the law and with firmness.”

A 21-year-old man is suspected of opening fire in a Walmart store in the US border city on Saturday, killing at least 20 people. Police in El Paso are examining a hate-riddled message on the website 8chan, posted around 20 minutes before Saturday’s attack, that stated: “This attack is a response to the Hispanic invasion of Texas.”

El Paso is located on the US-Mexico border, opposite the Mexican city of Ciudad Juárez. Six of the victims in El Paso were Mexicans and another seven Mexicans were injured, including, Gloria Irma Márquez, a school teacher from Ciudad Juárez who crossed the border to shop Saturday and was killed in the gunfire, according to the newspaper Reforma.

Mario de Alba, 45, travelled from Chihuahua state to shop in El Paso. He was shot in the back, according to the Associated Press. His wife, Olivia Mariscal, and 10-year-old daughter Erika were also wounded, but are recovering, according to relatives.

The shooting in El Paso was just one of two to rock the United States over the weekend. A gunman opened fire in Dayton, Ohio, in the early hours of Sunday morning, killing at least nine people.

The spate of weekend shootings in the United States has caused indignation in Mexico – parts of which the US government warns citizens to avoid due to drug cartel violence.

But the shootout also triggered some uncomfortable self-reflection. It comes as Mexico endures waves of violence, including its own murder rate reaching record highs and frequent shootouts which claim multiple victims, but which generate little outrage outside the affected areas or get lost in a crowded news cycle.

It also comes as Mexico cracks down on Central American migrants trying to transit the country on the way to the US border – even as it doggedly defends the rights of its own citizens living in the United States.

“We’ve told ourselves that story for decades: we’re the victims in this (US-Mexico) relationship. And, in many ways, we have been,” said Carlos Bravo Regidor, a journalism professor in Mexico City.

“With this new policy toward (migrating) Central Americans, the tables have turned and now Mexicans are the Americans to Central Americans.”

The El Paso shootout prompted rare terse words on the US situation from Mexico’s foreign policy officials.

“The intentionality of the attack against the Mexicans and the Latino community in El Paso is frightening. NO to hate speech. NO to xenophobic discourse,” tweeted Martha Bárcena, Mexico’s ambassador in Washington.

The administration of president Andrés Manuel López Obrador, commonly called “Amlo”, has pushed for action on the flow of US guns into Mexico, which inevitably end up in the hands of cartel thugs. But Amlo has preferred not provoke Trump, even as Trump has badmouthed Mexico ahead of his re-election campaign and threatened Mexico with tariffs if migration through Mexico wasn’t stopped.

“We don’t want to interfere in the affairs of other countries. We’re going to continue sticking to the principles of non-intervention,” Amlo told an audience Sunday.

“Hugs, not bullets. That’s our posture,” he added, repeating a campaign slogan from his successful 2018 presidential campaign.
There is undoubtably some hypocrisy in Mexico's stance here, but nonetheless, they are entirely justified in this case, and they'd be justified in going a fair bit farther in denouncing Trump personally, and his regime.

The point about the US being a source of guns for the cartels is also a very significant point.
