The Taliban existed throughout the 1980's, they just kept out of the way in camps in Pakistan and built up there strength.

Not to mention that there were Russian troops stationed along the borders of the Central Asian republics of the former USSR, trying to keep the Taliban from going into them, and turning them into militant fundie theocrcies. Well, I suppose it depends on how many Russian supply convoys get captured by the chechens, and how much of that stuff the chechens turn around and sell to the Taliban. Then, in a roundabout way I suppose you could legitimately claim that the Russians were supplying the taliban.
