Why? The Secret Service protects the President, the FBI performs a different task altogether. No reason for them to merge.

I don't see the need; anyway I've seen it suggested that the FBI should be split up. There's no shortage of ideas on how to rearrange the government.

I looked up their goals:

fbi:
1. Protect the United States from terrorist attack
2. Protect the United States against foreign intelligence operations and espionage
3. Protect the United States against cyber-based attacks and high-technology crimes
4. Combat public corruption at all levels
5. Protect civil rights
6. Combat transnational and national criminal organizations and enterprises
7. Combat major white-collar crime
8. Combat significant violent crime
9. Support federal, state, local and international partners
10. Upgrade technology to successfully perform the FBI's mission

secret service:
MISSION STATEMENT
The United States Secret Service is mandated by statute and executive order to carry out two significant missions: protection and criminal investigations. The Secret Service protects the President and Vice President, their families, heads of state, and other designated individuals; investigates threats against these protectees; protects the White House, Vice President’s Residence, Foreign Missions, and other buildings within Washington, D.C.; and plans and implements security designs for designated National Special Security Events. The Secret Service also investigates violations of laws relating to counterfeiting of obligations and securities of the United States; financial crimes that include, but are not limited to, access device fraud, financial institution fraud, identity theft, computer fraud; and computer-based attacks on our nation’s financial, banking, and telecommunications infrastructure.

looks like some merging is possible

The SS does more then protect the president. They do a good amount of stuff, like counterfeiting investigation, etc.

Isn't the Secret Service technically part of the Treasury Department? That's just weird.
And you may ask yourself, 'Where does that highway go to?'

Talen, I think most of your gov't rearranging ideas are unnecessary. I think this ranks up there with a 'ministry of law' as one of them.

They answer to two different departments:

SS: Dept of Treasury

FBI: Justice Dept. I doubt either one would want to give up sovereignty.

Ministry of Law is also known as Congress. :)

well, I was toying with a *minister* not *ministry*. congress does well enough on its own.

basically, someone who goes through all the old outdated laws (not allowed to send love letters in one state) and exes them out. hammurabi for the 21st.

Because the Federal government originally lacked a police force, as the need arose policing agencies were created to address specific issues, and were placed under the department most closely related to the issue in question. The Secret Service was created to combat counterfeiting, so was placed under the Treasury. It was probably the first well organized Federal police force, so it was later given the task of protecting government officials (not just the president). Then the ATF was created, I think also under the Treasury department because it was to enforce proper taxation and trade of alcohol and tobacco. Then there are federal marshals, the FBI, and enforcement officers for just about every regulatory agency we have. There really is no sensible reason not to merge them all together to make one centralized agency responsible for enforcing Federal laws.
