Ahnuld could hold any national office except President and Vice-President. In the case that by some accident, everyone ahead of him in the line of succession was killed or incapacitated, he would get skipped and they'd move the office below his. Plenty. Vegas has drawing power that goes beyond just being a place where gambling is legal. It's more like a theme park than a city, and people will go just to say "We went to Vegas".
