I just watched it an hour ago... Kinda suprising how there's no posts here about that yet.

In his first major address since taking office, Gov. Arnold Schwarzenegger focused on his plans to improve the state's business climate, reduce government waste and improve public education.

The speech, delivered to a worldwide television audience as well as a joint session of the California Legislature, sets the aggressive legislative agenda for the coming year for the new administration as well as a turning point in the transition of the Hollywood idol into the political leader of the nation's most populous state.

"I am optimistic about our state," Schwarzenegger said. "This good news is that the spending crisis forces us to bring badly needed reform to government."

Elected in California's historic recall election in October, Schwarzenegger takes over at a critical juncture. California has an existing deficit of close to $15 billion and although voters will be asked to borrow the money needed to pay off that debt -- Schwarzenegger also faces a new deficit of at least $14 billion next year.

Schwarzenegger didn't detail his budget proposal, to be released Friday, but he noted that cuts would be imposed at all levels of government. And he asked voters to approve the $15 billion bond on the March ballot.

"The alternative is economic chaos," he said.

A few things he touched upon were the budget (Of course), and economic expansion. He also mentioned preserving the environment, cutting the budget, not raising taxes, downsizing the bureaucracy (Cutting unnecessary departments, combining them, etc), the energy crisis, and encouraging economic growth.

When campaigning, he promised he wouldn't cut funding to education, but it seems like he's backpedaling now. However, he did try to compensate that by giving school districts more autonomy and talked about repealing some resolution that prohibited schools from contracting outside people to do work.

One big part he talked about was worker's compensation. He mentioned a specific date of March 1st for the legistlature to get a bill to him regarding that.

I listened to most of it. Not bad for a state of the state speech.
I really disagreed with the "not closing bases in CA" part. Hey,
if closing bases in CA makes financial sense for the USA as a whole
then close them. Its not like CA is an affordable state for military
personel anyway.

I have to agree. The speech was a lot better than I expected. I only tuned in after about 12 minutes it started, since I had a school thing...

Now we just have to see if Arnold can uphold his promises... I can see his desire to keep the military bases though; they provide an extra bit of security if needed...

it depends on what is the status of the bases whether they're modernize or antiquated installations, and how well they're managed.

Talk is cheap. I'll save my kudos for if/when he actually solves the budget problem.

Our state is broken. It is going to be a long time before things are better.
It is amazing how much of a gap there is between revenue and expenditures.
Let's all hope for the best.
