Didn't you know that at Ramboulliet the Serbs agreed to every term of the peace treaty (including autonomy, IIRC) except for the provision that NATO occupy Kosovo with 28,000 troops. Considering it was a foreign military alliance, this was not an unreasonable sticking point. Instead of allowing the UN or OSCE (as the Serbs wanted) to do i (thereby placing the troops under a non-military command)t, the Serbs were dressed up and painted with the "intransigent" brush.
