It's called cooperation. China gets a lot of its technical stuff from the Russians, so it's not like the Russians are the only ones getting hand-me-downs. Neither China or Russia by themselves can match the USA, each of them has individual strengths and weaknesses, and so they've got to work with each other to compliment one another. China's shit rich, and Russia - despite its recent sad state in the 90s - was still America's biggest rival in the past, militarily and scientifically and a lot of Russia's unused knowhow still exists waiting to be used again. It's a perfect combination!
