No this doesn't count those and it also doesn't count votes that have to be audited before they are tallied(the ones where there was some problem during polling, name not on the list, etc.)

Ohio's Seceretary of State has said that all votes will be counted by tommorow morning, and that INCLUDES absentee ballots. Whether that happens or not, I'm not sure, but that is apparently what he said.

My local radio station just had a person on who basically said Ohio is now the deciding state. He even expanded it to the point that Ohio is going to be decided by how many people in the Toledo area get out and vote.
Colorado called for Bush. The electoral vote initiative failed, so Bush gets all 9 votes.
