That said, most sensible vehicles can make it over sensible speed bumps at a reasonable speed. Of course, the speed bumps at the entrance of my base aren't sensible. Go more than 5 mph, and your car scrapes the road.

Speed bumps if taken improperly even at the set speed limit can cause undercarriage damage for cars with really low ground clearence. The other problem is that speed bumps tend to cause problems during snowy conditions as plow trucks tend to be unable to fully clear them which leaves danergous snow/ice mixtures right at locaiton where it is all but guraunteed that drivers will have to change speed.
What I have found works best is well designed rounabout and lane narroing. Columbia has done this extensively and it absolutely forces you to slow down, especially the jackass SUV drivers because they are so prone to tipover they have to slow down much more in order to make the very quick but shallow right then left turns to get through the roundabouts. There is a road near my parents house which is semi-residential (it doesn't have any direct driveway access but it runs along an entirely residential neighborhood. The road is 30MPH and 25MPH for the most part but folks used to take it at 40-45MPH. Then the county came in and installed about 6 roundabouts and three lane narrowing devices (they brought the curb cfurther out in a couple places and created an island in another without widening the road itself. All this serves to narrow the available lane and requires drivers to move slower in order to negotiate all of the small directional adjustments. Today driving this same road it is rare for anyone to get above 30 anywhere along that stretch even with the generous downhill segments.

I think the problem people like alex holker are having is their conception of a Speed Bump is something very nearly identical to a fucking curb. Unfortunately, many others in America are under that ignorant delusion as well, despite there being many other ways (warning: wikipedia) of slowing traffic down that doesn't cause a shock wave to form before it. I believe it may be due to the simple fact many municipalities look upon traffic engineering with disdain or are simply underfunded.

While I was crossing the street, I got hit by a stupid woman who did not remember to look up before pulling out of her parking space and accelerating.
The impact was a nasty thing to experience - one moment you are crossing the street, the next you fell a sledgehammer in your side. Nice.
Nothing major happened, except for a few ruined clothes, but since then I am a proponent for strict traffic control in inner cities.

The accident happened around 7:30 p.m. Wednesday in southwest Atlanta, police spokesman James Polite said. Details of how John Edwards was hit by the bus were not immediately available, but witnesses told police he was dragged about 20 feet.
When police arrived they found Edwards under the rear of the bus.
Neighbors told WSB-TV Channel 2 reporter Ashley Hayes that buses speed through the neighborhood.
"They come down this street too fast," said Charles Jones, a friend of the victim's family.
"They drive way too fast," agreed neighbor Christina Bryan. "All the cars, all the buses; they drive way too fast on these roads."
The boy was taken to Children's Healthcare of Atlanta at Egleston, but was expected to recover.
"The boy will be fine, mostly just cuts and bruises," Polite said. "He's scared to death more than anything."
The bus driver was also taken to Grady Memorial Hospital with head injuries after being assaulted by witnesses, said Joselyn Baker, spokeswoman for the Metropolitan Atlanta Rapid Transit Authority.
I see this kind of shit all the time too; people who drive through residential areas too fast. It's about time one of them got his ass beaten for it. If I had my way, any asshole that sped through a residential area would get an automatic caning, and a lot worse if he hits somebody.

My girlfriend was hit by a car when she was in her teens. Somehow she managed to escape without any broken bones or other serious injury, but her back was messed up and continues to give her discomfort to this day. She was, however, knocked out by the hit and doesn't remember much about it.
