Pretty ironic for a country whose sense of outrage about Pearl Harbour was based upon Japan's failure to declare war first, but there you go.

I don't recall UN Charter prohibiting declarations of war.

It does try to prohibit initiation of use of force:

All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

But that's irrelevant if you alredy decided to threat or use force, doesn't it look like that? UN Charter is against an undeclared war as much as against any formally declared war; it's simply a phrase against military agression.

My personal favourite is "party friend".
It is used quite often here, and usually means "I hate him completely but have to smile at/with him until I find a scandal I can kill him with or the election season is over".
