Thanks Captain Obvious. I get the impression that this is bureaucratic inertia and as someone mentioned, not wanting to take a chance because that gets people in shit. After all you can't go wrong if you follow the policy.

The bloke has a reprieve from the Home Secretary, I imagine the woman will as well. If the Gov do intend to send her back, the Judiciary may call them on it.
