Imports slowed down due to high prices earlier this year so the US wasn't all that well stocked with oil & gasoline going into the summer driving season. Then the hurricanes hit and shut down 20% of all US oil production along with taking numerous refineries offline for quite some time. On top of that the infrastructure took some damage so some of America's main oil ports are either offline or operating at a reduced capacity. It's going to take some time to get everything up & running at 100% again and until then, inventories will continue to fall unless rationing kicks in.
