The heading of sexual assault covers more then just rape. A forced kiss for example is sexual assault, but not rape.

Honestly just about every issue with changing military culture from start to finish relates to how well mid-level commanders take responsibility upon themselves. While its just a one-off example its a good one in Schwarzkopf's biography he talks about his time commanding 24th Mechanized out of Ft Stewart GA. The military culture at the time, and to an extent today, isn't very good at dealing with the families that are attached to most senior NCOs and Officers and many of the junior enlisted. He put in place a whole series of programs designed to integrate the families with their commands and it paid huge dividends in morale and welfare not to mention troop readiness and even minor things like DUI convictions and other moderate legal infractions.

Simply put when the generals and field grade officers decide that something is important then it WILL happen and it WILL be important, the problem is identifying and putting in place officers to do those things while also retaining their mission specific skill set.

No, no, NO, no, no. The way to fight that argument is to point out that if God is omnipotent, then it is quite obviously invalid.
It also raises the question of, "If God is omnipotent, then he COULD save all of those babies (even if the Fall allowed for miscarriages). If he can, but chooses not to, doesn't that make him at least partially morally culpable for the death of every (personally innocent) miscarried embryo?"

Repeat the above for SIDS, every disease, eye worms, and natural disasters.
