It's entirely possible Reid is bullshitting. He is, it should be noted, using the tried and true methods. Unnamed informant, just saying that person said something to him(Therefore, there really is no onus on Reid as to whether Romney paid taxes; he's just relaying a message!), and all of it conveniently slides into what people think of Mitt Romney. Oh, I don't think it's right or proper, and I'm not excusing it, but I have to appreciate the bastard(For ultimately, all politicians are) for hoisting Romney by his own self-inflicted petard, shoving him into a corner of his own making that Willard won't let himself out of, and wrapping it up in the retarded old trope of 'Some People Say', so often used to get the wingnut make-beleive out into the mainstream.

In short, it's, politically, a masterstroke.
