It is not even a bad idea in hindsight. It is just a bad idea. I suppose hindsight might be relevant in the sense of being aware of history. The Spanish Inquisition and Salem MA come to mind, wherein people turned in their neighbors and people they did not like because they received that person's property. A lot of innocent people had torture and an auto de fe inflicted upon them. I guess history does repeat itself.

The bad idea game when it became general offer. When we were offering bounties for specific people great, sometimes a look alike gets swept up but hey that does mean we stand a good chance of knowing groups can be bought even if it is rough on the poor look alikes. Heck the playing cards for Iraq were a brilliant idea and I'd cook them up for every country going forward. (For those that don't know during the Iraq invasion a lot of decks of playing cards were handed out each one was supposed to have a picture of a wanted Iraq, a bounty amount and why we wanted them. Of course US Intel being what it was we had photos of about 2/3rd only. But it's a fact of war since WWI that soldiers never go anywhere without a deck of cards somewhere and having it being a useful tool to teach them which important people to arrest is highly useful.) but that does not mean a broad open ended give us Taliban fights for tons of dollars was smart even from a price prospective.
