The bad idea game when it became general offer. When we were offering bounties for specific people great, sometimes a look alike gets swept up but hey that does mean we stand a good chance of knowing groups can be bought even if it is rough on the poor look alikes. Heck the playing cards for Iraq were a brilliant idea and I'd cook them up for every country going forward. (For those that don't know during the Iraq invasion a lot of decks of playing cards were handed out each one was supposed to have a picture of a wanted Iraq, a bounty amount and why we wanted them. Of course US Intel being what it was we had photos of about 2/3rd only. But it's a fact of war since WWI that soldiers never go anywhere without a deck of cards somewhere and having it being a useful tool to teach them which important people to arrest is highly useful.) but that does not mean a broad open ended give us Taliban fights for tons of dollars was smart even from a price prospective.
