That is clearly something with big words, but small effect. Think about it, how do they want to make sure, everybody only uses original DVDs and no forbidden Programs? They can't. And so, they only multiple the shit, because speeches like that only tend to streghen the copy-scene.

I know that NTSC is used in the US and Japan.
PAL ist used here in Germany and more states, I can remember.
SECAM is used in France and some other countries.
I heared that NTSC and SECAM are inferior to PAL. Somebody can tell me, if this is true?

As for the difference:
NTSC
525 horizontal lines of resolution
30 frames per second (60 interlaced)
15750 horizontal lines per second
PAL
625 horizontal lines of resolution
25 frames per second (50 interlaced)
15625 horizontal lines per second
I guess PAL has more resolution, but NTSC has more fps. It evens out to about the same per second though.
I don't know about SECAM.
