Why are you so surprised? The FBI, CIA and NSA deal with national security, counter-intelligence and fighting terrorism to secure the lives of Americans. The IRS deals with money, which people take far more seriously than all that other stuff.

No, he read it. But remember, he interprets the Bible literally. Since Caesar no longer exists, he must've either thought himself exempt from taxes or did a few favors for the Mafia.

Well, it was a joke on how the government was finally dropping the hammer on the fundies and releasing on them the most tenacious, devious and sadistic of government organizations.

But it might've been not too obvious since my post did sound like incoherent rambling.
