If an attack against Iran is undertaken for their nuclear program, it could very easily take the form of an airstrike since we are talking about a handful of fixed targets here. In any case, if Bush was smart (which he's not, but meh), he'd know that fostering the growing revolutionary movement in Iran is the best way to put in a government that would be friendly to the United States.
