Yes, but as long as we have timezones someone is going to be subjected to that, somewhere.

It will be annoying, if it happens, but since I've spent the last six months arranging conference calls for a group of people scattered between California and Germany (that's people in 5 different time zones) I think I can handle a 1 hour time difference. So can my rail line - it starts in the Eastern zone and they've been handling the time switch for the past 120 years or so.
