The Americans may indeed have some system for getting compensation. The problem is that it probably involves government forms, bureaucracy, the farmer visiting the necessary agencies on his own, and of course, no one is going to inform the farmer how to go about doing any of this, or even that it's available. The quantities might also be a joke; people have received bullshit compensation for having their lands seized by the government even in America.
