Looks like all the creepy-crawlies are coming out since turning over the rock that was Donald Rumsfool's mismanagment of the Dept. of Defence. We can also add the charge of deliberately delaying military aid to New Orleans immediately after the devastation of Katrina:

A report on the GQ magazine Web site is quoting unnamed former Bush administration official as blaming former Defense Secretary Donald Rumsfeld for many failures, including a delay in military assistance in New Orleans after Hurricane Katrina.

The report says "in speaking with the former Bush officials, it becomes evident that Rumsfeld impaired administration performance on a host of matters extending well beyond Iraq to impact America's relations with other nations, the safety of our troops, and the response to Hurricane Katrina.

The Washington Monthly highlights more of Robert Draper's article in GQ:

"Three years later, when I asked a top White House official how he would characterize Rumsfeld's assistance in the response to Hurricane Katrina, I found out why. "It was commonly known in the West Wing that there was a battle with Rumsfeld regarding this," said the official. "I can't imagine another defense secretary throwing up the kinds of obstacles he did."

Though various military bases had been mobilized into a state of alert well before the advance team's tour, Rumsfeld's aversion to using active-duty troops was evident: "There's no doubt in my mind," says one of Bush's close advisers today, "that Rumsfeld didn't like the concept."

The next day, three days after landfall, word of disorder in New Orleans had reached a fever pitch. According to sources familiar with the conversation, DHS secretary Michael Chertoff called Rumsfeld that morning and said, "You're going to need several thousand troops."

"Well, I disagree," said the SecDef. "And I'm going to tell the president we don't need any more than the National Guard."

After the president had returned to the White House, he eventually convened a meeting in the Situation Room to discuss the government's response. Bush barked, "Rumsfeld, what the hell is going on there? Are you watching what's on television? Is that the United States of America or some Third World nation I'm watching? What the hell are you doing?"

When Rumsfeld mentioned his concerns about "unity of command" issues, Bush stopped talking to his Defense Secretary and directed all inquiries to Lieutenant General Honore, via video screen, who was on the ground in Louisiana.

But still the troops hadn't arrived. And by Saturday morning, says Honore, "we had dispersed all of these people across Louisiana. So we needed more troops to go to distribution centers, feed people, and maintain traffic." That morning Bush convened yet another meeting in the Situation Room. Chertoff was emphatic. "Mr. President," he said, "if we're not going to begin to get these troops, we're not going to be able to get the job done."

Rumsfeld could see the writing on the wall and had come prepared with a deployment plan in hand. Still, he did not volunteer it. Only when Bush ordered, "Don, do it," did he acquiesce and send in the troops -- a full five days after landfall.

Two days after Hurricane Katrina made landfall in New Orleans—and the same day that Bush viewed the damage on a flyover from his Crawford, Texas, retreat back to Washington—a White House advance team toured the devastation in an Air Force helicopter. Noticing that their chopper was outfitted with a search-and-rescue lift, one of the advance men said to the pilot, “We’re not taking you away from grabbing people off of rooftops, are we?”

“No, sir,” said the pilot. He explained that he was from Florida’s Hurlburt Field Air Force base—roughly 200 miles from New Orleans—which contained an entire fleet of search-and-rescue helicopters. “I’m just here because you’re here,” the pilot added. “My whole unit’s sitting back at Hurlburt, wondering why we’re not being used.”

The search-and-rescue helicopters were not being used because Donald Rumsfeld had not yet approved their deployment—even though, as Lieutenant General Russ Honoré, the cigar-chomping commander of Joint Task Force Katrina, would later tell me, “that Wednesday, we needed to evacuate people. The few helicopters we had in there were busy, and we were trying to deploy more.”
The lying, obstructionist little fuck. Willing to just sit and let a city die and actively blocking assistance over bureaucratic pettifoggery. Bush is no better; he should have fired Rumsfool on the spot and started the ball rolling himself but he sat on his hands for another three days while New Orleans fell to anarchy and started to burn. But Rumsfool... ACTIVELY interfering in the relief of New Orleans.

What did Rumsfeld even feel he had to gain? I mean did he think he was going to score some kind of bullshit inter-agency rivalry victory, or was this just a basic desire to not have to spend any of his precious budget on something that wasn't related to killing brown people?

Remember that he's one of those "downsize everything" executives: he thinks that people who want more resources are just being greedy and wasteful. And he was an evangelist for "downsize, downsize, downsize" in other areas too, not just Katrina. Even when confronted with irrefutable knowledge that he was wrong on this one, I suspect that personal pride made him reluctant to admit he'd misjudged the situation.

The only thing that popped into my head was an unwillingness to use active duty troops inside the US due to some concerns that it might drum up that we were taking over the country starting with New Orleans, but that is extremely weak and only for the extremely deluded and retarded.

I'm thinking he must have a had a very curly mustache that just couldn't go without some twirling during the Hurricane because he is looking crazier and crazier as the reports come out.

Its bureaucratic turf-hogging. He has control of active duty and reserve (but not automatic control of NG) troops and damned if he is going to turn them over to anybody else no matter how much more they could use them. Its petty but it happens all the fucking time, its just this time people died as a result.

The image of Bush that has emerged from within his administration since 2005 is pretty uniform; he was a charismatic man who inspired intense loyalty among his partisans but was a weak and fairly incapable administrator. When there is a vacuum at the center and the head of government refuses to set the boundaries of his subordinates' authority, they will all try to take authority they can and will fight one another. Hence the fights between Powell and Rumsfeld or Cheney, the steady erosion of the CIA's authority, independence, and morale as Cheney and others placed unreasonable demands on it and rival intelligence services at the Pentagon and NSA swelled under the tutelage of ambitious cabinet members, and I think above all the almost surreal quest for power of Dick Cheney at the office of the vice president. Rumsfeld was directly responsible for this but ultimately responsibility is always Bush's--a capable president would have directly ordered Rumsfeld to release the aid and fired him if he continued to refuse. Being an incapable president, Bush apparently tried to ignore Rumsfeld's insubordination and went around him by conversing directly with the military authorities in Louisiana.

Shortly after Katrina I saw photos of Blackwater agents in New Orleans on an underground journalism TV show (on public access, but the photos seemed legit). Does anyone here know anything about Blackwater operations in NO & how they might be related to Rumsfeld's lack of action?

What's interesting is that the Posse Comitaus act was reformed in....2006, in respects to lessons learned from Katrina.

What is funny is that most of the aid units requested (including the helo unit) woudl not have been law enforcement but rather logistics and SAR units. In paticular the helo unit which flew the observers would not in any way have been encroaching on the law enforcement role.

I can understand a day or two delay while everyone figures out the limits on which units can do what but it doesn't change that SAR, ROWPU, Engineer, and Logistics units would have been immediately available and woudl not infringe on law enforcement in the process.

here in Yosemite we have an excellent SARs unit, however our inablity to find a soldier who was SEREing our SARS forces a month before his deployment was rather embarrassing. However they did catch 2 out of three of the last militia guys who attempted to evade law enforcement by hiding in the wilderness. (This spring they finally found the missing Militia guy in the wilderness, or what was left of him after the wild canids were done, apprently he's been dead for quite some time.)
