Am I overlooking something in this argument?

If I need to assemble votes for my bill and I can't count on the party falling in line, I need to go to congressmen/MPs to ask them for their support.

In order to get their support, they will be able to sell their vote for inefficient projects that will benefit their state/province/district/whatever exclusively, or which suit their ideology or political views but are generally inefficient, but the cost of which is born by the whole union.

If this occurs on a large scale, government expenditure on inefficient projects rises without bound, because the only way for a state/province to get "its fair share" is to graft on more projects that benefit it more than the others. This is the freeloader problem in brief.

If parties vote along party (or coalition, in a multiparty state) lines, only a few congressmen/MPs, if any, will need to have their votes won over.

Therefore voting by partisan bloc reduces freeloading.
