Some key bits leap out.

It was perfectly legal to have the tents up; the relevent laws only seem to apply to permenant residences. There is a school policy against tents, but that's not an issue for police to handle.

The phrases 'not clear' and 'under the impression' pop up a little too often for me to comfortable. Also 'Thought they were clear'.

The pepper spray was illegal for police in California. Mk-9 is apparently higher capacity, higher pressure, and designed for getting crowds, not individual. No one in California, apparently, has received proper training for the Mk-9(I would guess cause it's illegal). They are authorized the Mk-4, more designed for single use, and apparently the training for proper use is different.

And no clear idea who bought this Mk-9 illegally.

So.. Crapton of things were done wrong by the university and police, all laid out in it.
