Heathrow's proposed third runway expansion was previously ruled verboten under the UK's obligations to meet it's carbon emission reduction commitments. The SC have ruled that as it was initally planned under a lighter set of targets (before things got worse), then it is compatible with those and therefore cannot be blocked on those grounds.
